SCCDP Unveiled
On Thursday June 30, the Urban + Rural Community Design Research Center (U+R CDRC) unveiled the Scotlandville Comprehensive Community Development Plan (SCCDP) from 6 - 8 pm. The unveiling took place at the Jewel Newman Community Center on 2013 Central Road in North Baton Rouge. We would like to thank Mr. Carl Slaughter (Director) and Councilman Ulysses “Bones” Addison, District 2, for hosting the unveiling of the SCCDP. Over 200 residents, business owners, political officials, stakeholders and friends were in attendance at the unveiling. Local and state agencies that participated in the development of the SCCDP discussed how they plan to assist in the implementation process of the SCCDP. A summary of some of their announcements are below:
· AARP will partner with the School of Architecture’s Urban + Rural Community Design Research Center (SUSA · U+R CDRC), to host a Livable Communities Academy to train community residents in several areas that will assist with the implementation of the SCCDP (scheduled for fall 2011). Interested residents can sign up for the Academy by sending an email to Jason Lockhart with the U+R CDRC at jason_lockhart@subr.edu or by calling 225.771.2001.
· The East Baton Rouge Redevelopment Authority (RDA) will work with the U+R CDRC on implementing the Small Business Improvement Facade Grant throughout Baton Rouge, including Scotlandville (scheduled for fall 2011, spring 2012 and summer 2012). Applications for the Small Business Facade Improvement Grant are available at SUSA or by contacting Susan Ludwig with the RDA at 225.387.5606.
· Senator Yvonne Dorsey donated $10,000 to SUSA to be used in making several homes in Scotlandville more energy efficient. More information will be available on this funding in the August 2011 issue, and application requirements will be announced as well.
Community members, local and state agencies, business owners and stakeholders that were engaged throughout this process were recognized for their efforts in the development of the SCCDP. Copies of A Snapshot of the SCCDP (an 11”x17” foldout giving a brief overview of the SCCDP), and copies of A Synopsis of the SCCDP (a 64 page booklet summarizing the Plan), is available to community members, business owners, stakeholders and others at the School of Architecture. The SCCDP is available at several locations across the community, such as: Southern University School of Architecture Library, Southern University Main Library (John B. Cade), Scotlandville Community Development Corporation (SCDC), the Scotlandville Library, the Goodwood Library, the City-Parish Planning Commission (CPPC), the Metro-Council Office, the East Baton Rouge Office of Community Development (OCD), the Center for Planning Excellence (CPEX), and the East Baton Rouge Redevelopment Authority (RDA).

The U+R CDRC is assembling an interdisciplinary team of professionals to develop the Scotlandville Comprehensive Community Development Plan (SCCDP). The SCCDP addresses a broad range of interrelated topics in a unified way. The SCCDP identifies & analyzes the relationships between the economy, transportation, housing, the physical environment, land use and zoning, social services, and other community components.

1. Listening Tours |

U+R CDRC conducted a series of listening tours to understand the concerns of the community. Fall of 2009, the resident of Scotlandville had their chance to express their concerns. The listening tours allowed residents,
neighbors and other stakeholders to
have their voices heard. This was
8 weeks of events was taking place on
Tuesday evenings from 6 pm – 7:30
pm, started October 6 and ended
December 8, 2009. |

2. Student Design Competition |
 |
U+R CDRC hold the student design competition for the “Future of Scotlandville”. The competition is intended to challenge students, and to explore a variety of design issues related to the student’s vision for the “Future of Scotlandville”. |

3. Scotlandville Community Workshops |
|
In the month of February and March of 2010, a series of community workshops were conducted to inform residents on available services. The topics were chosen based on the information received from the Listening Tour. |
• February 2, 2010 (Topic: Services available for the elderly and disabled).
• February 22, 2010 (Topic: Business Startups & Business Development).
• March 9, 2010 (Topic: Community Policing).
• March 30, 2010 (Topic: Landscaping, flooding and drainage issues).

4. Vison Workshops |
|
U+R CDRC conducted community vision workshops to develop a unified vision for Scotlandville. The youths and adults of Scotlandville had a chance to develop their vision for the future of Scotlandville. The visions from the community set the framework for the community charrette, that will lead into the development of the SCCDP. |

| 5. Charrette |
|
A Charrette for community development, is a series of compressed meetings and design sessions used to facilitate creative problem solving with a multidisciplinary team of professionals, stakeholders and interested parties. U+R CDRC conducted a five day community charrette to set the framework for the SCCDP from April 13, 2010 to 17, 2010. |

| 6. Community Needs / Business Survey |
|
U+R CDRC conducted the “Community Needs Survey,” and "Business Servey" which identify needs of the residents/businesses, and core values; so together we can plan, develop and establish programs, and identify resources to meet the needs of Scotlandville, for inclusion in the SCCDP. |

| 7. SCCDP Feedback Tour Links |
|
U+R CDRC has begun development of the SCCDP concepts. The concepts will be completed in October, to begin a three week “Feedback Tour” (October 26, November 2, and November 9), and gather input from residents on the “best and worst” aspects of each scenario. |

8. SCCDP Design Workshop (Design Charrette) |

After the Feedback Tour, a Scotlandville Community Design Charrette will be held, Tuesday November 16 - Saturday November 20, 2010, at Southern University School of Architecture. The Design Charrette will further develop the conceptual plan and begin the process of setting priorities, defining action steps and implementation measures, funding strategies, and monitoring of the final plan development. |

| 9. Presentation at Baton Rouge Homeless Coalition Meeting |
|
The Southern University Center for Social Research (CSR) and the Southern University School of Architecture’s Urban + Rural Community Design Research Center (U+R CDRC), presented the draft SCCDP to the Baton Rouge Homeless Coalition. The purpose was to engage a portion of the community that is often taken advantage of and overlooked. |

| 10. SCCDP Presentation at Scotlandville Branch Library |
|
On Tuesday February 22, 2011 at the Scotlandville Library, the U+R CDRC presented the draft version of the Scotlandville Comprehensive Community Development Plan (SCCDP), at the monthly CADAV meeting. Over 60 community residents, business owners and city/state agencies were in attendance, including State Senator Sharon Weston Broome, State Representative Dalton Honore, and State Representative Regina Barrow’s Legislative Assistant Makesha L. Judson. |

| 11. SCCDP Grand Unveiling |

The unveiling will take place at the Jewel Newman Community Center on 2013 Central Road in North Baton Rouge. Community members, local and state agencies, business owners and stakeholders that have been engaged throughout this process will be recognized for their efforts in the development of the SCCDP. Refreshments will be served. |
